Caveat:
        This assumes at least 3 persons have already created an Assembly and adopted Bylaws.

The purpose here is, as of March 2026, to either stand it up early for training or be prepared
to go into operation the day of Announcement to proceed.

No matter which group attempting to restore the Republic, all can join forces as
all local County assemblies will have the same goal in sight.
