Reigning In Corporations

PROPOSAL
Procedure – Reigning In Corporations.
Draft 1
TO: EscaRosa Train Wreck Preppers
SRC.US
From: Jim Costa
Date: Feb. 22, 2026
The Problem:
How can a new County Assembly reign in a giant corporation doing business in their county?
Facts & Assumptions:
A) County Assemblies and De Jure Grand Juries have not been used since
1871 in the United States, under Common Law. A lot of their accepted
practices have been forgotten or removed from our attention.
B) This Procedure is dependent on Proposal - Strategy For Assembly To
Reign In Large Corporations. It suggests things to consider before taking
up the task and helps vision the success of the effort.
C) The most important step is the Complaint itself. It would be preferable if
made by one with research and knowledge of the problem, along with
the passion to insure its success in creating change. Consider a
co-complaintant if necessary to gain such a person.
This person should seek out others who have had a go at attempting
change on the same complaint, especially by another County
Assembly in the U.S.
D) Understand the Zeitgeist that corporation is operating in at time of the formal Complaint. Realize the possibility that the complaint may be the
“straw that breaks the camel’s back”.
Would the county be in a better place if that Corporation died
completely rather than helping residents locate current product
replacements elsewhere?
Should we lose all the corporations products over just one product?
E) Recognize the Zeitgeist impact on the Corporation’s current Business
plan. Do they need your push or should you wait?
F) Understand and prioritize all successful outcomes available, leaving
room for negotiation.
Have a person/team assigned to approve negotiation.
G) Unanswered Question: Which comes first, the Complaint or the desire
to complain?
H) Who should assign a level for expected time for successful resolution of
an indictment?
(Grand Jury, Complainant or Assigned Person/Team?)
Plan
1) Receive the Complaint when it is ready to be presented for action.
2) Convene a De Jure Grand Jury.
3) If indictment is awarded, consider allowing the jury to suggest variable
remedys from a pick list.
This optional step can save the county from polling residents for a
recommendation.
4) Turn the indictment and recommendations over to the County Prosecutor
for investigation and prosecution if warranted.
Costs May require research costs.
May require expert witnesses.
May require surveying residents.
May require future costs in sharing work products with
other Assemblies.
